Teamsters win representation for improperly classified UCLA community health workers!

Forty-four Community Health Program Representatives (CHPR) who support patient care at the Venice Family Clinics of UCLA Health joined the Teamsters Union this week following the settlement of a complaint Teamsters Local 2010 filed with the Public Employment Relations Board (PERB) in February 2022.

Workers in this title had been improperly classified for years as a means for UCLA to deny guaranteed wages and benefits as negotiated by our CX Bargaining Unit. Our Union took action by filing a petition with PERB, reaching a settlement with the UC on May 4 that resulted in CHPRs being properly classified into Administrative Assistant and Administrative Officer titles. Thirty-two additional workers will also be properly classified into Social Worker titles represented by our sister Union, UPTE.

These new workers will immediately begin receiving all of the negotiated wages, benefits, and worker protections guaranteed by our CX Unit collective bargaining agreement, including a 4.6% across the board raise on July 1, 2023 (subject to budget approval by the Governor), plus a 1-step increase for non-probationary employees, for a total increase of 6.6% for eligible workers. A CHPR Bargaining Team will be assembled to address initial step placement and internal pay inequities as a result of the misclassification of CHPRs.

"Community Health Program Representatives have been misclassified by the UC for too long. CHPRs deserve the same guaranteed raises and rights at work that all CX Teamsters enjoy, and I'm proud to welcome them to our Union! Together, we'll fight for a UC that treats every worker with the respect and dignity they deserve!"

CHPRs will join more than 15,000 administrative, paraprofessional, and skilled trades members of Teamsters Local 2010, providing critical public service at every University of California and California State University campus, medical center and laboratory throughout the state, as well as 1.2 million Teamsters members in the U.S. and Canada. Public services is one of the largest Teamsters divisions.

Let’s all welcome our CHPR colleagues to our Teamsters family! Together, we will continue the fight for fair wages, benefits, and working conditions.
