PERB Rules LAUSD Exec Engaged in Union-Busting
AALA/Teamsters Local 2010 has won a complaint from the state labor board against LAUSD for union-busting behavior. This is a direct result of the unfair labor practice (ULP) charge we filed after a regional superintendent made anti-Union statements at the March 2025, principals’ meeting.

We will not tolerate Union-busting, threats or intimidation toward our brothers and sisters. PERB has issued a formal complaint against LAUSD, finding that the remarks at the meeting interfered with AALA members’ rights under California public sector labor law. This is a significant win in holding the District accountable. However, AALA / Teamsters members have experienced a marked improvement in the tone and language of discussions with the district during principals’ and other meetings since we filed the charge with PERB. PERB has scheduled an informal settlement conference for February 3, 2026, to explore resolution of this matter. If no settlement is reached, the case will proceed to a formal hearing.
PERB dismissed a portion of our charge that alleges that regional superintendent violated the Prohibition on Employers Deterring or Discouraging Union Membership (PEDD) law. While the comments clearly discouraged members from contacting the union, PERB narrowly interprets PEDD as separate from other interference protections. Teamsters strongly disagree and are reviewing options to appeal this dismissal.
This complaint confirms that LAUSD’s actions violated our rights and sends a clear message that Union-busting will not be tolerated. LAUSD tried to undermine our union, but together we stood strong and won accountability.
