Teamsters File ULP Against CSU’s Failure to Pay Raises!

Teamsters Local 2010 has filed an Unfair Labor Practice (ULP) charge against California State University due to the university’s failure to pay Unit 6 Skilled Trades Teamsters the July 1, 2025, raises and salary steps called for in our collective bargaining agreement. Local 2010 previously filed a grievance on July 2, 2025, against the CSU for failure to institute the July 2025 raises called for in our legally binding Union contract.

On June 30, the University informed Teamsters 2010 that the University would not be implementing the raises promised in the third year of our contract, citing the Budget Act of 2025 (AB 102) and claiming that it did not include the appropriations needed to implement the raises. They claimed that, due to a contingency clause in our contract that says that if the CSU does not receive previously promised funds in full, negotiations over raises and compensation must be re-opened.

However, the CSU has based this on the technicality that some funding is deferred to following years but the state will offer a zero interest loan to provide the full funding this year.

Our ULP charge demands, in part, that the Public Employment Relations Board:

  1. Order the University to rescind the July 1, 2025, letter to the Union seeking to re-open the contract.
  2. Order the University to implement the wage and salary step increases required in the contract.
  3. Order the University to stop distributing misleading and untrue materials about our Teamsters contract and bargaining in bad faith.

Our Unit 6 Bargaining Team will hold a membership meeting to discuss the ULP, our work with the CSU Coalition of Unions, and what we have planned for upcoming negotiations on our successor contract, which is separate from the 2025 wages reopener the CSU has requested.
