As we gear up for our ULP strike in protest of CSU withholding our contractual raises, Teamsters Local 2010 has sponsored historic legislation to close the loophole that CSU used to break its promises to workers.
Yesterday, we announced the introduction of AB 1818—our Union’s bill that will require CSU to honor the terms of its collective bargaining agreements and to pay contractual raises to workers. The bill closes the legal loophole that CSU has relied on to break a duly-negotiated Union contract over concerns about the state budget.
The bill is sponsored by California Teamsters and authored by Assemblymember Liz Ortega, Labor Committee Chair and a lifetime labor champion.

CSU refused to pay our contractual raises and step increases in July 2025, pocketing millions in zero-interest loans from the state that were intended to fund our raises–even as they handed out huge raises to executives and sat on billions in reserves.
CSU can well afford to pay our contractual raises. But, like they’ve done so many times before, CSU used the state budget as a dishonest excuse to renege on their obligations to workers. Our new legislation will stop the CSU from engaging in this unfair and exploitative practice again.
“Teamsters members are fed up and ready to strike over CSU’s unfair treatment and refusal to pay promised raises,” says Local 2010 Secretary-Treasurer Jason Rabinowitz. “In filing AB 1818 our Union took another historic step in our fight to make CSU honor its commitments to workers.”
