Teamsters Reject CSU’s Lowball Wage Proposals & Takeaways

Despite receiving its largest increase in base State funding in several years, annual 6% tuition hikes, and holding more than $2 billion in operating reserves, CSU proposed wages during bargaining July 14 with only 3.2% in average raises over three years and massive takeaways in our salary and benefits articles.

Instead of agreeing to our proposal to provide the July 2025 raises that they can well afford, CSU proposed that our members get to their target salary step based on years of service with no retroactivity and a single step increase contingent on satisfactory performance in 2026/2027 and no other guaranteed, base-building increases. Instead, they proposed salary and benefits reopeners in 2027/2028 and 2028/2029 and continue to hold to the previously proposed 3% lump sum for 2025/2026.

CSU’s proposal is effectively a worse version of what they owe us for July 2025 with no retroactivity and no salary structure adjustment. CSU continues to refuse to bargain in good faith for raises in future years without a settled State budget, which countless employers (including the CSU in the past) have done. This is completely unacceptable and yet another slap in the face from the CSU that we will not stand for.

Not content with merely lowballing our members’ essential work, CSU also proposed massive takeaways including a renewed attempt to end emergency pay, condition step increases on performance evaluations, and eliminate the monthly supplements that lower our healthcare premiums.

Our Bargaining Team countered with a salary proposal that rejects all of CSU’s proposed takeaways, demands full and retroactive payment of the July 2025 raises, and includes fair salary structure adjustments and step increases each year going forward that are not contingent on performance evaluations.

Our Bargaining Team is standing up to CSU’s unfair treatment and takeaway proposals and we need you to stand with us in this fight.

In addition to proposals on Article 24 – Salary and Article 25 – Benefits, CSU made the following additional proposals:

  • Article 13 – Personnel File: CSU accepted our clarifying language on requesting a copy of an employee’s personnel file but continued to unacceptably propose no time limit on holding written reprimands related to certain issues in personnel files.
  • Appendix D-7 – Provision of Information: CSU made movement in response to our proposal on reducing the cost to the Union of requesting information.
  • Article 32 – Duration: CSU proposed a three-year contract duration effective through June 30, 2029, despite proposing raises for only one year.

Aside from our counter to CSU’s salary proposal, our Union responded to CSU’s proposal for Article 13 by continuing to reject any attempt to hold certain written reprimands in personnel files indefinitely and made movement on Appendix D-7 to get closer to an agreement. On Article 16 – Vacation, our team maintained our prior proposal for improvements on accrual rates and to provide the option to cash out excess accruals that CSU rejected previously.

Our next bargaining session will be July 29 at the Chancellor’s Office in Long Beach. We expect an updated salary proposal from CSU so it is critical that we take action now to show CSU they will not get away with disrespecting our essential work that keeps the campuses running every day.

Contract Expiration

Our previous contract with CSU expired on June 30, 2026, and our Unit 6 Bargaining Unit went into what’s called “status quo.” Our Union and the CSU agreed to extend Compensatory Time Off (CTO) through 1/1/27. Status Quo also means that any changes to the rights and benefits contained in our contract must be negotiated with Teamsters Local 2010. If the terms and conditions of your job are changed during this time, notify your Union Representative right away.
