Contract Negotiations Begin – Finally!

After lengthy delays caused by management’s failure to respond to our multiple requests to schedule bargaining dates and an Unfair Labor Practice complaint filed by our team, negotiations finally began with UC Santa Barbara on Sept. 23-24 on a new contract for Skilled Trades workers.

We presented management with a document containing 23 Articles that we wish to keep as current contract language (CCL) with no changes on the first day of bargaining. Management caucused and came back with a proposal to remove Article 35: Union Access, in order to add language from a previous side letter, and Article 45: Training and Apprenticeship, for further discussion.

“We have shown management we are a fierce, diverse team working together for our Union brothers and sisters to establish a strong contract, while they scramble disappointingly unprepared.”
Mike Tosta
Bargaining Team Member

The two teams tentatively agreed (TA) to keeping the following 21 Articles at Current Contract Language. The bargaining teams may agree on contract language, but they remain tentative until members vote to accept the entire agreement once negotiations are complete:

3: MANAGEMENT RIGHTS

4: NONDISCRIMINATION RIGHTS

5: PROBATIONARY PERIOD

6: LIMITED APPOINTMENT

13: VACATION

19: LAYOFF AND REDUCTION IN TIME

22: COMPLAINT PROCEDURE

24: ARBITRATION

25: SAFETY

26: SAFETY COMMITTEE

29: MILEAGE REIMBURSEMENT

32: DEATH PAYMENTS

33: UNION STEWARDS

34: LABOR/MANAGEMENT RELATIONS

36: USE OF UNIVERSITY FACILITIES

37: BULLETIN BOARDS

38: REALEASED TIME FOR MEET & CONFER

41: SEVERABILITY

43: WAIVER

47: STAFF PERSONNEL RECORDS

51: RESIGNATION

Article 35: Union Access with previous side letter language incorporated was agreed on by both our Union team and management.

On Sept. 24, we proposed changes to Article 7: Hours of Work, Article 8: Overtime, Article 10: Promotion & Temporary Assignments, and Article 11: Holidays. Questions and discussion followed management caucuses.

“I feel like they know we are serious and on-point and now the real work begins.”
